German and non-mobile foreign students that have been enrolled in a state or state-recognized higher education institution in the summer semester of 2016, not including students of public administration colleges, schools for distance learning, universities of the federal armed forces, preparatory colleges (Studienkollegs) as well as guest students, students on leave of absence, PhD students and students of language courses.
